介護施設の利用者の中には、素早い移動や自力での移動が難しい方がいらっしゃいます。そのため、避難の優先順位は、移動しやすい方から誘導することが推奨されています。独歩の方 → 認知症の方 → 車椅子の利用者 → 介助歩行の利用者 → ベッドで寝ている利用者 → 従事者の順番で誘導しましょう。また、誘導した避難場所には従事者を必ず配置し、利用者の安全を確保するようにしましょう。
